According to NFL Network analyst Nate Burelson, who spent over a decade playing in the NFL, the Tennessee Titans won the 2018 NFL Draft.
Burleson pointed out the selection of edge rusher Harold Landry in the second round as a “steal”.

It’s hard to argue with Burleson.
The Titans ended up with two of the players that were consistently mocked to them in the first round during the pre-draft process.
At one point, a lot of draft analysts didn’t think Landry would even fall to the 25th overall pick, let alone the second round.
What’s even more amazing about the Titans landing both Landry and Evans is they didn’t have to sacrifice next year’s draft to move up to select both players.
General manager Jon Robinson was responsibly aggressive, which is a characteristic folks now expect from him.
The Titans have done everything right off the field this off-season. If they can get it right on the field, they’ll be a dangerous team this fall.
